A large-scale plan for victory in the AI race has been presented in the USA.

The President of the United States, Donald Trump, signed three executive orders related to artificial intelligence. They include various practices and strategies for creating a more inclusive environment for the development of the technology.

The first document PREVENTING WOKE AI IN THE FEDERAL GOVERNMENT claims that the federal government is obligated to refrain from using AI models that "sacrifice truthfulness and accuracy for ideological purposes."

"LLMs should be neutral, impartial tools that do not distort answers in favor of ideological dogmas such as DEI," the text states.

Developers are prohibited from intentionally integrating ideological assessments into artificial intelligence responses unless it is specified in the user query.

"Once and for all, we are getting rid of 'woke'. I will sign an order prohibiting the federal government from purchasing AI technologies that incorporate partisan or ideological agendas such as critical race theory — this is absurd. From this moment on, the U.S. government will only use AI that strives for truth, justice, and strict impartiality," said Trump.

It is noted that AI is increasingly being used in the everyday life of Americans and plays an important role in acquiring knowledge and information. Against this background, the reliability of the conclusions it forms becomes particularly significant.

Among other initiatives:

  • a decree aimed at stimulating innovation and technology development by abolishing the so-called "burdensome federal norms that hinder the development and implementation of AI";
  • the third document is aimed at creating and implementing the "American Artificial Intelligence Export Program" to support the development and deployment of the American AI technology stack abroad.

What is impartial and objective?

Senior lecturer in applied linguistics at Open University Philip Sirdgent noted that nothing can be truly objective.

"One of the fundamental principles of sociolinguistics is that language is never neutral. So the idea of achieving pure objectivity is a fantasy," he said.

The ideology of the Trump administration does not always reflect the beliefs and values of all Americans. The president has repeatedly attempted to cut funding for climate initiatives, education, public broadcasting, scientific research, social programs, support for rural communities, and gender-affirming care, often portraying these initiatives as examples of "woke."

"Everything that [Trump administration] doesn’t like is immediately sent to the pejorative category of 'woke'," said data specialist, head of the non-profit organization Humane Intelligence, and former U.S. special envoy for AI Rumman Chowdhury.

The "pursuit of truth" means that LLM models "prioritize historical accuracy, scientific inquiry, and objectivity," while "ideological neutrality" means that the models are "neutral, non-partisan tools that do not distort answers in favor of ideological dogmas such as DEI."

Elon Musk positions Grok as an alternative to the "woke" approach — less biased and focused on seeking the truth. The model's system prompts recommend avoiding references to mainstream media and official sources, seeking opposing viewpoints, including politically incorrect ones, and considering the entrepreneur's own stance on controversial issues.

Recently, Grok has been involved in scandals due to anti-Semitic and other provocative statements.

"Obviously, the directive is aimed at discrimination based on views, considering that [the government] has just signed a contract with Grok, also known as 'MechaHitler'," noted Stanford Law Professor Mark Lemley.

The US Department of Defense allocated $200 million to American AI startups

Along with funding from the Ministry of Defense, xAI also announced that "Grok for Government" has been added to the General Services Administration's list. This means that xAI products are now available for purchase by all federal agencies and institutions.

The correct question is: will they ban Grok — the AI with which they just signed a major contract — for being deliberately designed to provide politically biased responses? If not, then this is clearly an attempt to suppress a certain viewpoint,” noted Lemley.

Choudhury's main concern is that due to the company's directive, they may deliberately alter training datasets to align with the administration's policy. She reminded of Musk's statements a few weeks before the launch of Grok 4, where he claimed that xAI "will rewrite the entire corpus of human knowledge, adding missing information and correcting errors."

Experts noted that there is no single objective truth. It is impossible to achieve completely unbiased or neutral results, especially in the modern world where even facts become subjects of political disputes.

"If AI outputs a result that climate science is correct — is this considered a leftist bias? Some say that both sides of the argument need to be represented to be objective, even if one side has no scientific value," asks Sirgent.

Plan for Winning the AI Race

The measures are part of the administration's initiative "Winning the AI Race: America’s AI Action Plan" (. It includes 90 federal policies divided into three areas: accelerating innovation, building infrastructure, and leading in international diplomacy and security.

"America is currently the world leader in data center construction, hardware performance, and the creation of AI models. It is crucial for the U.S. to leverage this advantage to form a sustainable global alliance, preventing our adversaries from benefiting from our innovations and investments," the document states.

It mentions the need for stricter control over the export of AI chips through "creative approaches" and presents two political proposals:

  • a call for government organizations to work with the AI industry on chip location verification functions;
  • recommendation to create a mechanism to monitor compliance with future export restrictions.

The plan was developed by the administration's technology and AI team, which includes representatives from Silicon Valley, including the Director of the Office of Science and Technology Michael Kratsios, AI and cryptocurrency curator David Sachs, and the President's Assistant for National Security Marco Rubio. More than 10,000 stakeholders submitted their comments, which were taken into account in drafting the document.

Main directions of the plan:

  • large-scale development of AI infrastructure: construction of data centers, chip manufacturing plants and energy sources, use of federal lands, bypassing environmental restrictions;
  • deregulation: limiting AI regulation at the state level, tying federal funding to the abandonment of regulations, surveys of business and society about obstructive norms;
  • protection of freedom of speech and fight against "biased AI": exclusion of DEI, disinformation, and climate from state risk assessments, requirement for objectivity from models in public procurement;
  • support for open models: expanding access to computing power for startups and researchers, partnering with major developers, supporting projects like Meta, Hugging Face, and AI2;
  • AI security: research on interpretability, control systems, and resilience to attacks, hackathons at the Ministry of Defense and the Ministry of Energy to identify vulnerabilities, risk assessment of technology use in cyberattacks and weapon creation, collaboration of developers with government agencies for threat assessment;
  • restrictions regarding China: identification of AI models reflecting party censorship, collection of intelligence on developments in "hostile" countries, countering the entry of chips and other products from the PRC into the USA;
  • national security: integration of artificial intelligence into the defense and intelligence structures of the USA, construction of data centers for the Ministry of Defense, personnel training, process automation, priority access to computing resources in times of crisis.

Recall that in July, the Trump administration changed its position regarding the import of AI chips to China. It allowed Nvidia to sell processors since the company "does not transfer the best technologies."
